M/WBE Programs


St. Louis County approved a contract with Griffin & Strong, P.C. in May,
2017 to conduct a disparity study to provide a statistical evaluation that compares the percentages of available, qualified certified minority owned (“MBE”), woman owned (“WBE”), veteran owned (“VOB”), and service disabled veteran owned (“SDVOB”) businesses to the percentage of St. Louis County’s construction and other dollars that were awarded to these same groups on County projects.



The purpose of this policy is to enhance successful business relationships between local Minority, Women, and Disadvantaged Business Enterprises (M/W/DBEs) and St. Louis County through the implementation of programs that will require a consistent and high level of participation from all

County departments.


This Minority and Woman-owned Business Enterprises Program is designed to maximize substantive participation by legitimate local M/W/DBEs in contracting opportunities with the County and close the disparity gap in the St. Louis, MO-IL Metropolitan Statistical Area by establishing this M/WBE Program for non-federally funded capital improvements projects, professional services, general services and supplies and commodities procurement. A St. Louis County Minority and Women-Owned Business Enterprise (M/WBE) Program is established by

adoption of this section.


St. Louis Lambert International Airport Business Diversity Development department serves as the certifying body for the City of St. Louis’ local Minority and/or Women Business Enterprise (MWBE) program, as well as STL’s federal Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) programs. They are committed to increasing the opportunities to incolve M/WBEs and DBEs in all Airport and City contracting and concession opportunities.
